HB 1027
HB 1027 (enacted): Relates to the disclosure of certain information regarding textbooks and learning content management systems by certain institutions of higher education (SPARC, 2021a). The thrust of HB 1027 and its advocates is increased student awareness, access and empowerment around course materials to support decision-making.
Charge
Survey and assess the UTSA landscape in order to determine best practices for compliance, applying UT System work group forthcoming Best Practices.
Environmental Scan
- Identify campus-wide inclusive access programs (automatic billing)
- Identify academic department level inclusive access programs (automatic billing)
- Determine data that may need to be gathered to support compliance
- Determine data and systems that currently exist to support compliance
Promote Transparency
Leverage systems and data to provide:
- Transparency for individual and total course materials fees
- Clear opt out options for students
- Publishers' terms of service, privacy policy, and collection of student data
- Develop clear definitions for low cost, no cost, and OER that are linked from the course schedules
Communicate
- Use UT System Best Practices for communicating with faculty to:
- Develop, in partnership with Director of Academic Strategic Communications in Academic Affairs a faculty communication framework.
- Integrate HB 1027 reporting into current SB 810 reporting: share with Academic Advisers and students during registration
Scale Work
- Work with the Provost and faculty to determine best steps for moving forward with inclusive access/automatic billing programs
