Elsevier Negotiations Background

Description of the Texas Library Coalition for United Action (TLCUA) and the upcoming Elsevier negotiations.

UTSA and Elsevier Agreement

The Texas Library Coalition for United Action (TLCUA) has been actively negotiating with Elsevier since 2019 to make scholarly research more accessible and affordable to faculty and students. In November 2022, an agreement was announced that will save Texas universities millions of dollars as well as decrease publishing costs for authors.

The highlights of the deal include:

  • UTSA retains access to our full, robust collection of ScienceDirect journals. We continue to share journal titles and backfiles with all UT institutions.
  • UTSA authors can now take advantage of new Article Processing Charge (APC) discounts for our authors - a 10% or 15% discount- when they publish using open access options with Elsevier.
  • Elsevier and the TLCUA are developing Author Rights workshops to pilot the feasibility of reverting copyright ownership of select articles back to select authors. We expect to hear more information from TLCUA about these workshops in the coming months.
